European Integration and Supranational Governance
نویسنده
چکیده
We argue that European integration is provoked and sustained by the development of causal connections between three factors: transnational exchange, supranational organization, and European Community (EC) rule-making. We explain the transition, in any given policy sector, from national to intergovernmental to supranational governance, in two ways. First cross-border transactions and communications generate a social demand for EC rules and regulation, which supranational organizations work to supply. We thus expect that Community competences will be unevenly constructed, both across policy sectors and over time, as a function of the intensity of these demands. Second, once EC rules are in place, a process of institutionalization ensues, and this process provokes further integration. Although we recognize the importance of intergovernmental bargaining in EC politics, our theory is not compatible with existing intergovernmental theorizing.

Sterile debates and dubious generalisations: An empirical critique of European integration theory based on the integration processes in telecommunications and electricity
Analyses of European integration processes are still dominated by the dichotomous debate between intergovernmentalism and supranationalism. Sides are often taken in this debate based on very case-specific empirical findings. An analysis of two cases, European telecommunications and electricity policy, illustrates how misleading such generalisations can be. The former case is often used to suppo...

Within the discussion on European governance and constitutional reforms of the EU polity the socalled "open method of coordination" (OMC) has gained much attention as a procedure that occupies an intermediary place between intergovernmental cooperation and supranational legislation. In this paper we argue that the OMC is even likely to turn into a new concept of deepening integration within a m...

Protecting Europe from diseases: from the international sanitary conferences to the ECDC.
In the past few decades there has been increased integration of communicable disease policies in Europe. The historical roots of this process date back to the mid-nineteenth century, when national authorities realized that the cross-boundary spread of diseases cannot be only a matter of national governance but requires common agreements and regulations. In the early 1950s the structuring of the...
